The Electronic University Network was founded in 1984 with the goal of assisting colleges and universities to reach and teach students online. Its first group of universities launched the first online courses in 1986 with a national conference in Washington DC. At that time, before the Internet was widely used and before the World Wide Web had been invented, instructors and students used the EUN's proprietary software and servers to communicate over ordinary telephone lines. Between 1984 and 1992, more than a dozen colleges and universities collaborated with the EUN to offer distance-learning courses by this method.

In 1992 the EUN became the higher-education coordinator for America Online. The organization turned its attention to assisting colleges and universities to develop, launch, and manage full degree programs, and the required courses, on their "virtual campuses" on America Online. From 1992 to 1997 ten additional institutions joined the EUN and offered courses and full degrees via AOL.

In 1998 the Electronic University Network became part of the Pangaea Network, a joint venture with Durand Communications, Inc., and Webb Interactive Services, Inc. Using Webb technology, Pangaea developed models for fully interactive online campuses, as well as a complete support service, The Pangaea Commons.
